The Maricopa County Community College District

The Maricopa County Community College District upholds and protects its integrity through the guidance of the Community Member Blue Ribbon Panel on Internal Controls, the required public stewardship and ethics training for all employees and the laws and regulations that the District and Estrella Mountain Community College abide by and adhere to without fail. Estrella Mountain makes public the availability of an employee ombudsman service and ensures that all full-time employees take the mandatory online public stewardship and ethics training.

Blue Ribbon Panel

The Maricopa County Community College District Governing Board exercises its responsibility to the public to ensure that the organization operates legally, responsibly and with fiscal honesty. The Chancellor appointed a Community Member Blue Ribbon Panel on Internal Controls for the Maricopa County Community College District in November 2006, for the purpose of considering internal controls over select business operations. As a result of the process, new administrative regulations were incorporated to reduce the number of irregularities across the District. The panel also recommended that the District’s Audit and Finance Committee assume future responsibility for ensuring regular reviews of internal controls are scheduled within the District to institute continuous improvements.

Public Stewardship

The Blue Ribbon Panel also recommended mandatory Public Stewardship and Ethics training for all employees. The District implemented an online format that allows employees to meet the requirements in a convenient manner.  Employees are required to participate in continuous on-going training.

The District Office of Public Stewardship provides an employee ombudsman service where employees may seek informal, neutral and confidential guidance on College/District-related concerns. Employment-related issues that are subject to established employee grievance processes are vetted through the grievance process mechanisms.  

Laws and Regulations

Estrella Mountain Community College understands and abides by applicable local, state and federal laws and regulations, as well as laws and regulations established by federally-recognized sovereign entities. Estrella Mountain, together with the Maricopa County Community College District, upholds and protects its integrity by following all applicable federal, state, local, and District regulations, including the following:

  • Americans With Disabilities Act
  • Age Discrimination in Employment Act
  • Civil Rights Act
  • Clery Act
  • Family Education Rights and Privacy Act
  • Family Medical Leave Act
  • Federal Financial Aid Regulations – Institutional eligibility under the Higher Education Act of 1965, as amended
  • FERPA – Family Educational Rights and Privacy Act
  • HIPAA – Health Insurance Portability and Accountability Act
  • Occupational Safety and Health Administration Laws
  • Arizona State Statues related to immigration
  • Veteran’s Benefits regulations

The District’s Office of General Counsel provides legal counsel to the Maricopa County Community College District. The Office of Equal Employment Opportunity/Affirmative Action is housed within the legal department and maintains adherence to these laws.
